Chief Deputy Tracey Martin

Chief Martin is the second in command in the Hennepin County Sheriff’s Office and has served in the Chief Deputy role since 2019. Chief Martin leads the day-to-day operations of the Hennepin County Sheriff’s Office and supervises the Majors that oversee each of the five bureaus. She formerly commanded the Adult Detention and Court Services Bureau, and the Administrative Services Bureau.

Chief Martin also provides oversight of the office’s approximately $150 million operating budget, capital budget and capital improvement program, and 855 full time employees. 

She has served in the Sheriff’s Office since 1996, starting as a cadet. She became a licensed deputy and received promotions through the ranks until she was appointed to the Sheriff’s Administration team. 

Chief Martin graduated with a bachelor’s degree from the University of Minnesota and has attended numerous senior level trainings, including Leadership in Police Organizations from the International Association of Chiefs of Police, Senior Management Institute for Police from the Police Executive Research Forum, and the Department of Homeland Security Leadership Academy at the Federal Law Enforcement Training Center.

Major Pat Enderlein

Sheriff Witt appointed Pat Enderlein as Major of the Public Affairs Bureau in January 2023. Prior to that, he served with the Dakota County Sheriff’s Office for over 22 years. There he held several roles, including deputy, detective, sergeant, captain, and commander.

 

Within the Public Affairs Bureau, Major Enderlein oversees the Community Outreach and Public Affairs Division, Data and Technology Division, Tri-Wellness Unit, and Communications Unit.

Major Enderlein holds a bachelor’s degree in law enforcement and master’s degree in criminal justice administration. He is also a graduate of Northwestern University’s School of Police Staff and Command. Additionally, he holds his senior management certificate from the Minnesota Bureau of Criminal Apprehension, and leadership in police organizations certificate from the International Association of Chiefs of Police.

Major Mary Jerde

On January 15, 2023, Sheriff Dawanna Witt appointed Mary Jerde as Major of the Court Services/Adult Detention Bureau. This bureau, the largest in the Hennepin County Sheriff’s Office, oversees more than 440 employees and manages 100+ jail volunteers.

During her 26-year career with the Sheriff’s Office, Major Jerde was promoted up through the ranks, beginning with her initial hire as a detention deputy in 1997. She subsequently received her certificate in law enforcement from the Center for Criminal Justice and Law Enforcement and became a licensed deputy sheriff in 2000. She was later promoted to detective in 2008, followed by promotions to the ranks of sergeant, lieutenant, and captain. Her various assignments have included time in the Adult Detention Division, Court Services Division, Investigative Division, and the Professional Standards Division.

As a long-time manager in this agency, Major Jerde has set the expectation for herself and her staff to always do the right thing even when no one is watching, and to demonstrate compassion to our employees and the communities we serve.

Major Dan Kurtz

On January 3, 2023, Sheriff Dawanna Witt re-appointed Dan Kurtz as the Major of the Administrative Services Bureau. In this role, Major Kurtz oversees HCSO’s Professional Standards Division and the Training and Technology Division.

Major Kurtz came to the Sheriff’s Office in 2019 after a long career as both a police officer and an attorney.

Major Kurtz began his career in law enforcement in California with the Santa Monica Police Department in 2001. He later moved back to his home state of Minnesota and worked as an attorney representing municipalities in litigation, specializing in representing sheriff’s offices, police departments, and their employees.

Immediately prior to joining the Sheriff’s Office, Major Kurtz was an attorney for the League of Minnesota Cities in St. Paul and a police officer for the City of Gilbert on Minnesota’s Iron Range.

Major Shane Magnuson

On January 15, 2023, Sheriff Dawanna Witt appointed Shane Magnuson as the Major of the Public Safety Services Bureau. In this role, Major Magnuson oversees HCSO’s Emergency Communications Division and the Enforcement Services Division.

Major Magnuson came to the Sheriff’s Office in 1999 as a detention deputy. Prior to coming to the Sheriff’s Office, he spent seven years in the US Army National Guard and worked for the Hamilton County Jail in Cincinnati, OH.

During Major Magnuson’s time as a deputy with the Hennepin County Sheriff’s Office he worked in the jail, courts, the civil unit, and as a crime scene technician. In 2008, he was promoted to sergeant in charge of the crime scene unit. He was promoted to lieutenant in 2018 and captain in 2021. Prior to his appointment as major, he served as captain overseeing the Enforcement Services Division.

Major Rick Palaia

On January 15, 2023, Sheriff Witt appointed Major Rick Palaia to the Investigations Bureau. Major Palaia began his career with the Hennepin County Sheriff’s Office in 1997. For over 15 years, he worked in narcotics investigations primarily in task force settings as an investigator, K-9 handler, detective, and sergeant. As a lieutenant, he worked for approximately 5 years in criminal intelligence. In total, he has spent over 20 years working in the Investigations Bureau. Major Palaia also worked in Court Security as a deputy and in Enforcement Services as a sergeant. In addition, Major Palaia also was assigned to the Crisis Negotiator team for over 12 years.

Prior to HCSO, Major Palaia spent 2 years working as a part-time patrol officer for Osseo Police Department. He also spent approximately 8 years with the Maple Grove Police Department as a Police Explorer and a Community Service Officer.

Chief of Staff Tim Stout

Tim Stout serves as the senior manager for the civilian staff in the Office of the Sheriff. He works to help manage policy, grants, the Community Advisory Board, and legislative initiatives for the Sheriff’s Office and serves as the primary liaison between HCSO and the Hennepin County Sheriff Foundation. He joined the Sheriff’s Office in 2012 and has worked to implement the 21st Century Policing strategic framework, create and manage the first community outreach team, and manage strategic planning for the Sheriff’s Office response to the opioid epidemic.

Prior to joining HCSO in 2012, he was on staff in the White House on September 11, 2001. After the 9/11 attack on our country, he worked in the White House Office of Homeland Security and then for the Secretary of the U.S. Department of Homeland Security. He started his career working on staff in the United States Senate. He is a graduate of the University of Minnesota and has a master’s degree from American University.
