Chief Deputy Pat Enderlein

Chief Enderlein assumed the role of Chief Deputy on September 1, 2024. The chief deputy is second in command at the Hennepin County Sheriff's Office, overseeing day-to-day operations of the agency, including over 900 members and an annual operating budget of over $182 million.
Chief Enderlein joined the Hennepin County Sheriff’s Office in January 2023 when he was appointed to oversee the Public Affairs Bureau by Sheriff Witt. Prior to that, he served with the Dakota County Sheriff’s Office for over 22 years. There he held several roles, including deputy, detective, sergeant, captain, and commander. Chief Enderlein holds a bachelor’s degree in law enforcement and master’s degree in criminal justice administration.
He is also a graduate of Northwestern University’s School of Police Staff and Command. Additionally, he holds his senior management certificate from the Minnesota Bureau of Criminal Apprehension, a leadership in police organizations certificate from the International Association of Chiefs of Police, and has completed the National Association of Counties’ High Performance Leadership Academy.
Major Spencer Bakke

On January 25, 2026, Sheriff Witt appointed Spencer Bakke to Major overseeing the Administrative Services Bureau. He started his career in law enforcement with the Hennepin County Sheriff’s Office in 1998 as a detention deputy. He has served in a variety of ranks and divisions within the Sheriff’s Office over the past 27 years, including assignments in the Emergency Services Unit, Watch Commander, and at the National Joint Terrorism Task Force - FBI Police Executive Fellowship Program in Washington DC.
During Major Bakke’s career he has contributed to the successful implementation of several initiatives and largescale projects such as the 800 MHz radio transition and technology such as FUSUS and automated license plate readers (ALPR). In 2007, he was tasked with creating the Criminal Information Sharing and Analysis (CISA) Unit and went on the serve as a lieutenant. In 2020, he was promoted to Captain and oversaw the expansion of the Criminal Intelligence Division.
Major Bakke recently oversaw the Data & Technology Division and served as HCSO’s Responsible Authority Designee for data compliance.Major Bakke has an extensive background in law enforcement information sharing, analysis and building partnerships and collaboration within Hennepin County and beyond. He has served on committees that address information sharing, analysis, data and privacy issues at the local, state and national level. He represents HCSO as a member of the Major County Sheriffs of America Intelligence Commanders Group, including previously serving as the group’s Chair.
Major Matt Hollihan

Major Matt Hollihan is currently assigned at the Major of the Public Safety Services Bureau. In this role he oversees HCSO’s Enforcement Services Division and 911 Dispatch Division.
Major Hollihan started as a licensed deputy and was promoted to sergeant in 2006. As a sergeant, he was assigned to various units and divisions, including the Adult Detention Division, Court Security Division, Patrol Unit, and Employee Development Unit. He was then promoted to Lieutenant in 2019 and remained in the Employee Development Unit. Before his current role as major, he was the captain of the Professional Standards Division.
He earned a Bachelor of Science in Law Enforcement from Mankato State University and Master of Arts in Police Leadership, Administration and Education from the University of St. Thomas.
Major Dan Kurtz

On January 3, 2023, Sheriff Dawanna Witt re-appointed Dan Kurtz as the Major of the Court and Field Services Bureau.
Major Kurtz came to the Sheriff’s Office in 2019 after a long career as both a police officer and an attorney. Major Kurtz began his career in law enforcement in California with the Santa Monica Police Department in 2001. He later moved back to his home state of Minnesota and worked as an attorney representing municipalities in litigation, specializing in representing sheriff’s offices, police departments, and their employees.
Immediately prior to joining the Sheriff’s Office, Major Kurtz was an attorney for the League of Minnesota Cities in St. Paul and a police officer for the City of Gilbert on Minnesota’s Iron Range.
Major Shane Magnuson

On January 15, 2023, Sheriff Dawanna Witt appointed Shane Magnuson as the Major of the Investigations Bureau. In this role, Major Magnuson oversees HCSO’s Criminal Intelligence Division, Forensic Science Division and Major Crimes Division.
Major Magnuson came to the Sheriff’s Office in 1999 as a detention deputy. Prior to coming to the Sheriff’s Office, he spent seven years in the US Army National Guard and worked for the Hamilton County Jail in Cincinnati, OH. During Major Magnuson’s time as a deputy with the Hennepin County Sheriff’s Office he worked in the jail, courts, the civil unit, and as a crime scene technician. In 2008, he was promoted to sergeant in charge of the crime scene unit. He was promoted to lieutenant in 2018 and captain in 2021. Prior to his appointment as major, he served as captain overseeing the Enforcement Services Division.
Major Kristen Tomlinson

Sheriff Witt appointed Kristen Tomlinson as Major of the Public Affairs Bureau on July 14, 2024. She began her career with HCSO in 1999 and has worked in many areas of the agency to include Jail, Professional Standards, Crime Lab, Investigations and Community Outreach and Public Affairs (COPA).
Within the Public Affairs Bureau, Major Tomlinson oversees the COPA Division (comprised of the Community Engagement Team and the Data Practices Unit) and the Communications Unit. Major Tomlinson holds a bachelor’s degree from the University of Minnesota.
She is a graduate of the FBI LEEDA Leadership Trilogy program and a graduate of the IACP Women’s Leadership Institute. She has served on the Executive Board of Law Enforcement Opportunities and the Supervisor’s Union. She is a member of the National Association of Women Law Enforcement Executives (NAWLEE), the Minnesota Sheriff’s Association (MSA) and the International Chiefs of Police (IACP).
Detention Major Troy Otto

Troy Otto was appointed Detention Major of the Detention Services Bureau on July 14, 2024. In this civilian leadership role, he is responsible for overseeing all jail staff and ensuring the safety, care, and wellbeing of individuals in custody.
Major Otto began his career with the Hennepin County Sheriff’s Office in 1999 as a detention deputy. He was promoted to sergeant in 2008, served as administrative sergeant beginning in 2014, advanced to lieutenant in 2017, and was promoted to captain in 2019, where he oversaw both the operational and administrative functions of the jail.
Throughout his career, he has worked in every area of the facility, completed extensive training in corrections and leadership, and spent ten years as part of the jail’s administrative team.
Chief of Staff Tim Stout

Tim Stout serves as the senior manager for the civilian staff in the Office of the Sheriff. He works to help manage policy, grants, the Community Advisory Board, and legislative initiatives for the Sheriff’s Office and serves as the primary liaison between HCSO and the Hennepin County Sheriff Foundation. He joined the Sheriff’s Office in 2012 and has worked to implement the 21st Century Policing strategic framework, create and manage the first community outreach team, and manage strategic planning for the Sheriff’s Office response to the opioid epidemic.
Prior to joining HCSO in 2012, he was on staff in the White House on September 11, 2001. After the 9/11 attack on our country, he worked in the White House Office of Homeland Security and then for the Secretary of the U.S. Department of Homeland Security.
He started his career working on staff in the United States Senate. He is a graduate of the University of Minnesota and has a master’s degree from American University.
